Why Municipal Leaders are Paying Attention

Across Ontario, municipalities are investing in housing, infrastructure, business development and workforce attraction.

Communities are working hard to attract residents, support local employers and create places where people can build successful careers and raise families.

Stable Ontario Public Service careers have long contributed to those goals.

The recent Ontario Public Service return-to-office requirements have raised important questions about how employment policies influence the future of rural Ontario.

Workforce Attraction and Retention

Municipalities across Ontario compete for talent.

Many communities invest significant resources into attracting skilled professionals and encouraging people to build their futures locally.

When stable public service careers increasingly require employees to live within daily commuting distance of major office locations, rural communities may face additional challenges attracting and retaining skilled workers.

Questions about workforce accessibility are also questions about economic development.

Youth Retention and Population Growth

Communities grow when people choose to build their lives there.

Employment opportunities influence where people purchase homes, raise families and establish roots.

When graduates and young professionals conclude they need to relocate closer to urban centres to access stable employment opportunities, rural communities risk losing future residents, future community leaders and future economic activity.

Employment policy can either support those goals or create additional barriers to achieving them.

Local Economies

Stable public service careers support local economies.

They contribute to local spending, support small businesses and provide employment opportunities that allow residents to build their lives close to home.

As commuting costs increase, more household spending may be directed toward fuel, vehicle expenses and long-distance travel rather than remaining within local communities.

Repeated across multiple communities, these decisions can influence local economic activity over time.

Families and Community Support Networks

Strong communities depend on more than employment opportunities alone.

They also depend on families, support networks and intergenerational connections.

When younger residents relocate to major centres for employment opportunities, families may find themselves living farther apart.

For some communities, this can affect the informal support networks that help older residents remain connected to family and community as they age.

Employment policies can influence more than labour markets.

They can also influence the long-term social fabric of rural communities.
